Eligibility Criteria

Nationality & Odia Language Requirement

  • Candidate must be a citizen of India.
  • Candidate must be able to read, write and speak Odia and must satisfy at least one of the following:
    • Passed Middle School Examination in Odia as a language subject; or
    • Passed Matriculation or equivalent examination with Odia as medium of examination in non-language subject; or
    • Passed in Odia as a language subject in the final examination of Class VII or above; or
    • Passed a test in Odia in Middle English School standard conducted by the School and Mass Education Department.

If a candidate has not passed the Middle School Examination in Odia as a language subject, he/she must pass the Odia examination conducted by the Board of Secondary Education, Odisha within four years of joining service. Failing this, no further increments will be sanctioned and promotion to Group-A (Senior Branch) will not be allowed until he/she passes the Odia language test.

Age Limit (as on 01 January 2026)

  • Minimum Age: 21 years

Educational Qualification

  • Must possess a BDS or equivalent Degree from a Medical College or Medical Institution recognized by the Dental Council of India (DCI).
  • Must possess a valid Registration Certificate under the Dentist Act, 1948.
  • Candidates with degrees from foreign universities must possess required Conversion Certificates recognized by the DCI.

Candidates who are awarded only grade marks (and not percentage) must upload a conversion certificate from the concerned University indicating equivalent percentage of marks and the conversion formula; otherwise, their applications are liable to be rejected.

Other Eligibility Conditions
  • Must be of good moral character and in good mental and physical health, free from any defect likely to interfere with discharge of duties.
  • A candidate who has more than one spouse living is not eligible unless exempted by the State Government.
  • Government servants (temporary or permanent) are eligible to apply if they possess the requisite qualification and are within the prescribed age limit; they must inform their Head of Office and furnish a No Objection Certificate during document verification.
  • Candidates selected for appointment shall be examined by a Medical Board; only those who satisfy the medical standards will be appointed.

Examination Fee & Refund

  • Examination Fee: ₹700 for candidates other than SC, ST and PwD.
  • SC/ST/PwD Candidates: Exempted from fee.

Merit List

A merit list equal to the number of advertised vacancies will be prepared based on written test marks. If two or more candidates secure equal marks:

  • The candidate with higher BDS marks will be placed higher.
  • If BDS marks are also equal, the older candidate will be placed above the younger.

Mandatory Service Condition

  • Every candidate selected for appointment in Odisha Medical (Dental) Service shall serve in KBK, KBK+ area or Tribal Sub-Plan area or such areas taken together for an initial minimum period of three years.
  • Candidates who do not join their place of posting as per rules will be permanently debarred from joining service under the State Government and the bond amount executed at the time of admission in BDS will be recovered.
  • Candidates who complete a PG course but have not completed the mandatory 3-year service in KBK/KBK+/Tribal Sub-Plan areas must serve in these areas as stipulated; in case of default, penalties as per rules will apply.
